Offline Site Title Appears Twice

When I turned my site to offline the notice appears at the top of each page stating that the site is offline. However, the notice appears twice as two items in a bulleted list. It appears to be noticing that its offline once and then again after everything else is done because when I modify settings or create a node or whatever else generates notices at the top of the body I see a notice that the site is offline, a notice that settings have been saves, and then another notice that the site is offline.
