As requested in #546956: [meta-issue] Overhaul of Information Architecture moving File Uploads to the Media category, as it is a setting which is pretty much only related to Media. It also supports the IA move of not thinking in terms of abstract settings and not setting groupings, but by topic - which is in this case Media.

sirkitree CreditAttribution: sirkitree commentedThought I'd help out and try to document some core stuff to learn about changes - but even with a HEAD checkout i see no 'upload' module which this patch professes to have been applied to... did upload module get removed somewhere along the way? I would guess that fields got rid of this at some point, but I'm also pretty late to the d7 party here ;)
