In coherence with #546956: [meta-issue] Overhaul of Information Architecture the change of "International" to a "Regional & Language" category. Within this module we can house a lot of core modules. And also provide a logical place for Multilangual and Date modules to live. As we have discussed this topic at the D7UX Sprint in Utrecht we considered this label to embrace most possibilities.

- Internationalization (i18n)
- Location

Gábor HojtsyAttached patch renames the current "International" category to "Regional and languages" and puts the general regional settings under that as well. The regional settings item is weighted -10 so that it shows up first in the list, since it is the most general of all. Screenshot with locale module enabled:

catchThis looks great. We introduced 'default country' setting in D7 which is mainly intended to standardize handling for contrib, we have proper timezone handling now, and splitting languages and interface translation between /settings and /build was always a bit of a strange split IMO. It's now possible to set date handling per-locale with date.module several other things like that in contrib should live quite happily here. So RTBC.
