On the heels of #546048: D7UX IA: move maintenance mode setting to config/development, based on distilled previous discussions from http://drupal.org/node/510110#comment-1775066 here is an almost too simple patch to move the performance settings to the development area too.

Althoug one may argue that this is a site configuration topic, it's still good to put it here as this are settings that you want a specific *audience* (developers) to find out about, since changing some of these settings may have big implications (whereas the defaults are pretty harmless) so no need to point these settings out to everybody.

Gábor HojtsyThe hunk removing the item from settings was not actually committed, hum. So now we have performance at both "Site configuration" and "Configuration and modules >> Development". Also fixing a minimal whitespace issue on the next line.
