At /admin/build/taxonomy on a brand new site, a message is shown:

No vocabularies available. <a href="/admin/content/taxonomy/add">Add vocabulary</a>

However this link is wrong, it should point to /admin/build/taxonomy/add (like the "Add vocabulary" tab at the top does)
