Consistency in help text of modules

In the menu.module, quotes are done as follows: \'\'\'edit\'\'\' resulting in ''edit'' instead of \"edit\" which would result in "edit". While this is not really a major problem, it is inconsistent with regards to other modules I've encountered while translating Drupal. Find attached a patch to fix this.
