After upgrading to 4.7 beta 2 the primary menus I had set in 4.6 disappeared (I was using PHP template in 4.6).

I can reproduce this issue when converting xtemplate links.

The script is so close to working xtemplate we might as well include an upgrade path for it.

After testing this by upgrading back and forth from Drupal 4.6 to 4.7 several times, it seems work as expected. Hope there's no harm in re-testing and promoting ones own patch.
