The administer watchdog permission is misnamed because there actually isn't anything to administer. It just controls viewing the log messages. Except that you can view the messages right on /admin if you don't have that permission and only have 'access administration pages.' So lets just remove the whole thing since people probably would appreciate less permissions to think about anyway.
And I decided that flitering the messages should go ahead and go to admin/logs.

hunmonk CreditAttribution: hunmonk commentedonly reason i can think of to keep that perm is if an admin wants to allow a role to see watchdog messages but not other admin pages. doesn't seem to me like a big use case. toss it...
don't you need some access perm for the callback? or does that cascade down from above?
