Problem/Motivation

Commerce log is now a commerce_email dependency since #3189770: Log email sends to the relevant entity.
I don't think this is good as this forces people to enable commerce_log which doesn't really have settings to toggle the events to log.

Ideally, the commerce_log integration should be completely optional...
