Thanks very much. The patch works to replace the tooltips with descriptions. The pages still have Tippy.js loaded on them.

For the modal and sidebar to work as expected, the libraries need to be preloaded via the webform.admin.dialog library. For now, I think we should make this minor change/improvement.
