Problem/Motivation

Before adding CKEditor 5 to core, we should update all dependencies to latest versions. This is currently blocked on #3227853: Remove dependency on Vue.js.

#3231076: Remove js/drupal/package.json and js/drupal/yarn.lock landed, so we can now do this. I see … that you already did! :D

I'm pretty sure this needs at least one more commit to update this now, to also update the starter template.
