Problem/Motivation

The Workflow module has several submodules. This was OK for D7, where each module was loaded into memory.
It is not needed for D8/D9, since each page only loads the necesary code/objects.

Remaining tasks

- review the code
- move to main module
- make workflow_operations 'hidden'
