I found that it is not possible to change required text for a Likert webform element.
Attaching a patch that fixes this issue.

I am not sure why the tests are not passing but we should add test coverage via

/webform/tests/modules/webform_test/config/install/webform.webform.test_element_likert.yml
/webform/tests/src/Functional/Element/WebformElementLikertTest.php
