Make description help text for webform elements more inclusive. Changed he/she to they and updated grammar.

Steps to reproduce

View help text for description of an element in a webform. Notice the use of he/she.

Proposed resolution

I propose the wording should be updated to use they instead of he/she and the grammar of the sentence be updated to the reflect the new inclusive pronoun.

Patch for 8.x-5.x updating "he/she" to "they" and updating grammar in corresponding sentences.
