Problem/Motivation

In #3124618: Support text with summary we added support for a summary - but sometimes it is empty.

Steps to reproduce

Use element class formatter on body field, opt-in to use summary, but don't populate the field

Proposed resolution

When summary is empty, fallback to trimmed body.
