Group results by next step and display with helpful instructions

Problem/Motivation

Next steps need instructions. We need a way to anchor summary links to specific lists of projects. Also tables had too much data and were not well structured.

Proposed resolution

1. Group projects by next step in order of easy to hard.
2. Still allow to scan either of them as people want.
3. Explain what the next step entails.
4. Add icons for Drupal 9 compatibility as that would be the most important of all in each.
