Add possibility to export all User Consents

Problem/Motivation

It would be nice if the person with access to the User Consent view has the possibility to export these to a CSV file.

Proposed resolution

Create a Views Bulk Operation action that allows the export of the User Consents.

A VBO action will be added to the data policy overview. Here you can select to export to CSV. This will only be visible when the user adds the VBO Action as a field to the view.
