Release Thunder 3.3.13.

Remaining tasks

  1. Create release branch from 8.x-3.x, write release notes
  2. Bump version string in thunder.info.yml
  3. If necessary, update Drupal Core version in drush make file and composer.json
  4. Merge release branch
  5. Tag the merge commit as 3.3.13 and 8.x-3.13
  6. Create release on drupal.org
  7. Announce release
