In #2958622: Add a view unpublished paragraphs permission a permission was introduced alongside a configuration setting that allows to globally disable this permission. Disabling permissions is not a pattern that is commonly used in Drupal so it might not be clear to end users that this is not intended to hide the unpublished paragraphs from users that have permission to view them (in which case it makes more sense to just remove the permission), but rather it is intended for cases where nobody should see the unpublished permissions, including super admins that inherit all permissions.

Maybe we can add a short explanation.

Yeah, it's a weird setting, main reason it exists is BC as it was a behavior change.
