Per the D7 release schedule we aim to do a maintenance / bugfix release on 2019-12-04.
We can't be 100% certain, but it seems likely this will be Drupal 7.68 unless there's an out-of-band security release in the next few days.

mcdruidWe just committed the changes to MAINTAINERS.txt in #3088938: Update the D7 maintainers list (as mentioned at the end of the IS).
As also mentioned, that doesn't look like something we'd note in the CHANGELOG.txt, so unless anything unexpected comes up... I think we can commit this patch and that should be everything that goes into the release tomorrow.

longwave@MustangGB "target" means just that, it doesn't mean they are guaranteed to be included. Some (but probably not all) of those issues will make it into the next bugfix release of Drupal 7.

As another example, why are there issues that have been RTBC for over 2 years?
