A code change in Drupal 8.7.x (#3029373: PageCache::getCacheId() sometimes uses different cache IDs during get and set, causing unnecessary cache misses for some requests) caused the Page Cache cache ID to be cached per boostrap (container build), which is leading to the same response being served for multiple pages when generating multiple pages in one bootstrap.
