Link to new page on local dev sites, once it is written

I found this page https://www.drupal.org/docs/user_guide/en/install-requirements.html which has some very basic information about setting up a development environment. I think this would benefit from a link to both https://www.drupal.org/docs/official_docs/en/_evaluator_guide.html which covers running the PHP development server that the user guide page mentions, and potentially https://www.drupal.org/docs/official_docs/en/_local_development_guide.html which talks about setting up a Docker based local environment.

And this one https://www.drupal.org/docs/user_guide/en/install-dev-making.html which covers how to make a copy of an existing site, but assumes that you've got the local environment set up already and only covers the process of getting a DB dump, and required files. I think adding a link to this guide https://www.drupal.org/docs/official_docs/en/_local_development_guide.html either here, or in the Concept could work.

There's very little content duplication between what is in these new environment setup guide and the existing user guide pages.

Patch adds links to the mentioned documents in install-dev-making and install-requirements. I removed to links to older d.o. pages that are somewhat outdated or at risk of becoming outdated soon.docu
