Default paste method to be paste-from-Word

My users are copy-pasting from Word all the time. I've advised them to use the paste-from-Word function, but frequently they simply forget to do that, hitting ctrl-V is in their system and is so much more logical to use that than hitting a special button. This of course results in node content presented in 'nice' but very undesired fonts and colors, possibly breaking site layout and style.
TinyMCE has a setting paste_auto_cleanup_on_paste that fixes this problem. The Word cleaning up is performed upon a default paste function with ctrl-V or shift-INS.
Attached patch brings this setting under the administrator's control by exposing a setting on the Wysiwyg Editor profile page.
