Problem/Motivation
It has been about 1 year since last review of mentoring coordinators section of MAINTAINERS.txt by #2900394: Update mentoring coordinators section of MAINTAINERS.txt. We should regularly confirm with current mentoring coordinators and make sure we recognize de-facto mentoring coordinators who lead and organize Drupal mentoring.
Proposed resolution
1. Ask all people currently listed as core mentoring coordinators:
- Mauricio Dinarte 'dinarcon' https://www.drupal.org/u/dinarcon
- Lucas Hedding 'heddn' https://www.drupal.org/u/heddn
- Rachel Lawson 'rachel_norfolk' https://www.drupal.org/u/rachel_norfolk
- Valery Lourie 'valthebald' https://www.drupal.org/u/valthebald
- Jess 'xjm' https://www.drupal.org/u/xjm
- Matthew Radcliffe 'mradcliffe' https://www.drupal.org/u/mradcliffe
2. Move people who have stepped down, to the past maintainers page
3. Remove people who have stepped down from MAINTAINERS.txt
4. Add new de-facto coordinators: Tara King, Elli Ludwigson (did I miss someone? please add).
Remaining tasks
- Ask current maintainers what is their actual status with the core mentoring program
- Create patch
- Update past maintainers page

mradcliffeI asked sparklingrobots and ekl1773 about this a couple of weeks ago who tentatively agreed, and valthebald also contributed about a yearly review issue in chat (Drupal Slack).
ekl1773 (Elli) has been coordinating mentoring at events as a mentor and mentor of mentors, and has been a part of re-energizing mentoring initiatives in the last year.
sparklingrobots (Tara) has been coordinating mentoring as part of the Drupal Diversity & Inclusion (DDI) group to create regular mentoring in both core, contrib. and Drupal site building efforts and serving as mentor of mentors in DDI.

valthebald+1 for adding both! Also, would be great to have general policy (not only about mentoring initiative) - I guess there is some "seasonal" rotation in other sections of MAINTAINERS.txt? With well-predictable release policy, would it make sense to revise core maintainers twice a year, before the next minor release?

heddnI don't mind staying on the list as I plan to help at the next DC in North America. But also don't mind stepping down as I haven't been very active for quite some time.
