Drupal 8.5 release a last minute change to the way that migrate_drupal handled field formatter processes. This left some BC shim code in src/Plugin/migrate/field/FieldCollection.php and src/Plugin/migrate/field/Paragraphs.php that should be removed ater Drupal 8.6 is released.

I first found #2994933: Remove calls to depricated field migration process functions when D8.5 is no longer supported. and filed patch there, but it also needs to fix this issue mentions
