Problem/Motivation

Logged in user (that has no access to Toolbar) can't at the moment access his/hers user/x/edit page through site navigation.

Proposed resolutions

1. Add "Edit account"" navigation link to User account menu that is exposed only to logged in users
or
2. Change "My account" menu link to go straight to the edit page. Thinking behind this is that there is really no point in going to /user/x page as there is nothing to see.

Looks like our check in page.html.twig for content inside the tabs region is a bit aggressive. This patch fixes that.

Seems to fix the issue in my screen as well. And can't find any drawbacks elsewhere.

Moving back to RTBC. It's not fixed until the patch is committed to Drupal Core.

After discussing the reasons for this patch in chat, this looks good with me. Committed, thanks!
