Problem/Motivation

LocaleConfigTranslationImportTest has been causing a ton of intermittent test failures for the past week.

Proposed resolution

Temporarily skip this test since it is seriously disrupting code development. Fix it permanently in #2828143: Stop tests like LocaleConfigTranslationImportTest from failing if l.d.o becomes unavailable.

Committed and pushed to unblock progress, since it's particularly disruptive to lose the "history" of the RTBC queue these days.

Hope that #2828143: Stop tests like LocaleConfigTranslationImportTest from failing if l.d.o becomes unavailable will be fixed ASAP!
