Merge access restrictions are too strict.

Currently only a user with the combined Administer vocabularies and terms and Merge taxonomy terms permissions can access the term merge page. This is a bit overkill because there are situations where someone would have access to the term listing without the Administer vocabularies and terms permission. These users would then still be unable to merge terms even if they have the Merge taxonomy terms permission.
