While working on #2873480: Facet Summary for Facet Items with a set dependency my tests started failing locally because the tests rely on the Search API module being present. Let's add this as a development dependency so that people that use a composer based workflow have all the dependencies they need to work on issues.

Sure, this is already mentioned in the .info.yml under test_dependencies[], but that doesn't get resolved from composer. Let's do this.
