In all earlier versions I've used Admin toolbar was not rendered when using CKEditor in maximised mode. This allowed unhindered access to the CKEditor menu.
In version 8.x-1.20 Admin toolbar is rendered when using CKEditor in maximised mode. The toolbar overlays the CKEditor menu and makes it unusable. The behaviour differs between Firefox and Chrome but the result is essentially the same. Please see the screen shots.
