As a follow-up of #2871090: Remove redundant breadcrumb region from page.html.twig, The action_links variable in page.html.twig is also unused.

I do a search in Drupal core with action_links and I found nothing.

As of the usage of blocks for anything I think it is useless now.

I will provide a patch.
