heddn+1 on adding quiteone as a maintainer to the migrate system. She's been doing a ton of work over the last year and this just reflects reality. She is already a maintainer, just not in name.

xjmI think this is a great idea -- in fact I have thought several times about posting this issue myself!
To add this, let's confirm on the issue that @quietone wants to have this role, and is also comfortable with the responsibilities outlined in https://www.drupal.org/contribute/core/maintainers#subsystem. The issue can be marked RTBC again if and when that is the case.
