upgrade.sh.txt has still to be updated after #2619158: Switch to Drush 8 by default

I tried to re-use code from debian/aegir3-provision.postinst but that expects root privileges. Installing in a global bin dir while this script has until now used a user specific bin dir.

Let's instead simplify things, and just install the latest stable phar. We can give users the option to opt-out of managing Drush in this script, and handle it themselves otherwise.
