"admin_toolbar.info.yml" and "admin_toolbar_tools.info.yml" files have a version attribute set to 1.0.
Drupal expects this version number to be something like "8.x-1.0" or "8.x-1.x-dev". This version mismatch produces update manager try to update this module, even if you download the latest version.

Drupal packaging system includes current version number, so I think the line "version: 1.0" line is not needed.
