I noticed a key for "W: website with status or information" which is never used in the file and I can't imagine that it should be.

There are some other cleanups that could happen as well, probably, like re-assigning some items and standardizing on emails or drupal.org contact tabs, but this seems like a decent start.

I think this file needs a bunch more cleanup. Changes in this version:
* deleted a bunch of maintainers who ... aren't maintainers any more AFAIK
* the "legend" makes no sense -- there are no orphaned core modules, and whether someone is paid or not is irrelevant
* replaced all emails with drupal.org/user/XXX links

Other stuff that could go in here:
* a link to what a "core maintainer" actually means
* encouragement to submit patches?

Do I really dare lobby to have one person step up and maintain / oversee each core module? :P
