hook_help is fired on every page request we shouldn't do anything unnecessary without checking the passed in route name.

Nice. This issue is a normal bug fix as well as a small performance improvement, and doesn't include any disruptive changes, so it is allowed per https://www.drupal.org/core/beta-changes. Committed and pushed to 8.0.x!
