Meta issue: #2205673: [meta] Remove all @deprecated functions marked "remove before 8.0"

Clean views.module with remaining deprecated functions: views_get_disabled_views(), views_get_enabled_views() and views_get_views_as_options().

These three deprecated functions are lingering around in views.module, lets get rid of these.
