I think "Enables threaded discussions" is short, to the point, clear, and thankfully, it removes the very confusing and somewhat inaccurate addendum regarding "general topics".

Wait, threaded discussions can occur anywhere, whether it be a news story, blog post, or forums.

Hmm, organic groups does that as well. I dunno, I think we should just say that it provides discussion forums rather than try to describe what discussion forums are.

I'm with catch. I suspect most people building websites know what forums are. :) Keeping it simple sounds good.

How about: "Provide forums for holding discussions." It would help ones who are new to "forum" term.
