I just did a grep from the Drupal root and it seems that function isn't called at all. Maybe it's still in there to help with theming?

Yeah, I can't find a use for it, either, and http://api.drupal.org/api/function/_forum_new/7/references doesn't show anything but itself.

Well it's still in there. I'll see if I can roll a patch that removes it and see what people think.

functions really is obsolete, used once a long time a ago in forum_page() .. patch removes this function.
