new config system doesnt work if you pass hostnames with a trailing dot.

if you setup a vhost with e.g. "sites/www.domain.tld/settings.php" it will work if you just specify "http://www.domain.tld/" in the browser. if you specify the equivalent "http://www.domain.tld./" it wont find the config.

i attached the simple fix as patch. (thanks to unconded for the php function i needed for this) :)

tested it on my own drupal site.
