Now that comment settings are by node type, this should be mentioned in the description on /admin - it's a fairly important part of managing content types, and would be a useful hint to < 6.x users who don't spot that it's moved (I even raised an issue thinking it'd disappeared from admin/content/comment/settings a week ago.)
