Update content types admin description [#189406]

Now that comment settings are by node type, this should be mentioned in the description on /admin - it's a fairly important part of managing content types, and would be a useful hint to < 6.x users who don't spot that it's moved (I even raised an issue thinking it'd disappeared from admin/content/comment/settings a week ago.)

This would be a good change, but it is now past string freeze. Bumping to 7.x.

Seems like a good change (though these descriptions get long, more information on some of these hard-to-find settings is useful). People apparently read everything on the page, empirical evidence has shown.
