The "Powered by Drupal" block ( http://drupal.org/node/183332 ) only appears after visiting the block administration page (admin/build/block) for each theme present on the site. It is also automatically enabled after visiting the block administration page after an upgrade from Drupal 5.

This is a bit unexpected behavior. This patch removes the status and region flags from system.module and places them in system.install instead, so it will only affect new sites. For consistency, the weight and region of the login and navigation blocks are also set in system.install, rather than using the database column defaults (which will change to be an empty string for region in http://drupal.org/node/181066, rather than 'left').
