Breakpoint groups aren't enabled using the standard profile [#1851098]

Follow up for #1851018: Improve breakpoint configuration implementation.

In trying to figure out if real theme status will be available sometime, I found #1067408: Themes do not have an installation status which is currently postponed. In that light this seems to be the best thing to do for now, we cannot rely on theme status being meaningful information. Tests already exist to cover this functionality at runtime and the installer (where the bug appears) cannot be tested automatically.
