I saw the current themes\garland\images\menu-collapsed-rtl.gif has very bad looking and contains a visible background. Maybe someone used the wrong graphics program or wrong save mode :-). Additional the current "arrow" file is ~4 times bigger then the original menu-collapsed.gif. I opened the menu-collapsed.gif and turned it 180° and saved it again.

Now this graphic looks better, file size is smaller and have an transparent background. If this is not perfect one, we should find the guy, who have the raw version...

Thanks, committed. I also noticed this in some testing lately, but did not get around to alerting the people who have done the theme. If you notice and other lower quality / too big images, don't hesitate to contribute :)
