In #1260716: Improve language onboarding user experience we converted the $_GET['locale'] parameter of the installer to $_GET['langcode'] to conform to Drupal standards. We left a little compatibility layer in the installer to be able to run with the testbot, but now that the testbot is updated with #1352220: Drupal 8 changes installer language to take from GET langcode, we should be fine to remove the compatibility layer (AKA cruft).
