I think it is more sensible for the Parent field to appear above the Related terms field in the term editing screen. Not sure if others feel the same way, but when entering new terms in a taxonomy I almost always want to consider Parents but hardly ever use the Related terms field.

Considering that no new features will be added to D5 and that no one has shown any interest in this issue for a long time, I am closing this issue ticket. If you think we still need this feature request, please reopen it and move it to the D8 issue queue.
