There is still a reference to search-theme-form.tpl.php in the documentation of search_box(). search-theme-form.tpl.php was removed in #550742: Remove Search box from theme system, default to block system instead.

Good catch. The doc is here:
http://api.drupal.org/api/drupal/modules--search--search.module/function...

You can see the see also for nonexistent tpl file at the bottom of the doc.
