For CACHE_PERMANENT and CACHE_TEMPORARY, I just copied the descriptions out of the cache_set function declaration.

For the rest, I tried reading through the issue here http://drupal.org/node/80887 where aggressive caching mode was added, and tried to document what I saw. Needs review though.
