How do you mean Drupal is blocking your access to signweb? I take it that the "signweb" you refer to is a website you are trying to visit, and somehow you are unable to do so?

Drupal is a tool that people use to build websites. If the signweb site is built in Drupal, then Drupal only provided the tools for the website authors to build their site; Drupal themselves block nobody from any site built with Drupal (except possibly blocking abusive spammers from the Drupal.org site itself). That would be for the website administrators to handle. If you are blocked by the website, I don't see how that would give you grounds for a lawsuit - there's no law that says you are entitled to visit any specified website.

However, as nevets has hinted, it may not be that you are blocked at all; it may merely be a problem with the website due to a coding error or the site being overloaded.

CONSIDERING LAWSUIT

You should definitely sue Drupal! Usually with these types of lawsuits, you can get back every cent you paid for Drupal. And with the price you paid, you deserve to get that money back.
