Suggest to get it from your vendor - Bluehost. There is no guarantee that all the php.ini in Bluehost are the same now.

You can go to the PHP Config. section of your Bluehost cPanel, they have a link there to download the php.ini file that Bluehost uses by default, in case you would like to customize one ...

You should be able to create your own php.ini with your own values. Simply search on Google for "php environment variables" and you'll be able to figure out what you need to do!
